The primary audience for this document is practitioners working with families within organizations at the state and local level across the health, human services and education sectors. Also, the document is intended to be a resource for families, policy makers, and other interested stakeholders. The primary purpose of the document is to provide a theoretical framework for family engagement concepts; implementation of those concepts follows as organizations reflect on the mindset shifts contained in this document and next steps to move forward in this work.
